I’ve put together a RIPE Labs article on why effective digital governance must begin with a clear understanding of how the Internet actually works.
Technical coordination keeps the Internet running, Internet governance shapes how we use it, and digital governance steers how technology transforms society. Confusing these roles risks undermining all three.
Digital governance starts at the infrastructure level. If we confuse apps with the Internet itself, we risk breaking what keeps it open, global, and resilient.
A trusted, global, and technically sound Internet depends on recognizing what makes it work and governing accordingly.
