DNS or routing inconsistency affecting public utility sites in Pakistan?

I’ve noticed recurring accessibility issues when trying to reach regional utility sites from certain networks—particularly platforms like fesco bill checker. While the site resolves and loads normally on mobile networks (e.g., Jazz/4G), it often fails to load over some fixed-line ISPs or DNS providers.

Has anyone else encountered similar region-based inconsistencies with utility or government-run platforms? Could this be a DNS propagation issue, regional BGP routing misconfig, or something related to peering?

Would appreciate any insight on best practices for diagnosing this kind of localized unreachability.

Thanks in advance!
